The construction industry in Wales is heavily dependent on local authority highway and construction programmes. However, for many, the visibility of these programmes is shrouded in mystery and as a result the ability of Welsh construction businesses to prepare for these opportunities is severely hampered by this lack of visibility. The ability of Welsh local authorities to strategically plan collaborative operations is similarly hampered through a lack of knowledge about their neighbours’ plans and, in some cases, other departments in the same local authority. Thankfully this is all about to change!

When the Minister for Finance and Leader of the House formally launched the Constructing Excellence in Wales “No Turning Back” report in October 2010 she created a cross sector construction industry steering group to respond to the recommendations. One of the key issues was the industry’s need for greater visibility of future construction programmes and clarity over public sector capital programme spend. In response to this Constructing Excellence in Wales has been working with all Welsh local authorities to pull together their capital programmes and present these in one single document spanning 3 financial years – and to roll this forward year on year.

So why should you attend?

If you know what work is in the “pipeline”, if you know  the value of this work and if you know the type of work available you can better plan your own operations. You can better plan your resources, you can target training programmes and you can better prepare yourself to bid for these opportunities. By being better prepared the supply chain can better meet the needs of its clients.

It’s not all about the industry either. Better information about individual programmes means that local authorities can make better strategic decisions about collaborating with their neighbours to get greater value from their procurement processes and to support local communities through training, local employment and local business opportunities.

The report containing the capital programmes of all Welsh local authorities for 2013-2017 is now available via this link to the Constructing Excellence in Wales website. The data is presented in a booklet format and can be viewed either on a regional or sectorial basis.

So what Afterwards?

Whilst the data represents a huge step forward in terms of visibility to the construction industry and other local authority clients there are further opportunities to improve this data. This is why there will be an opportunity at the end of the session to discuss  the usefulness of the data  and to identify what improvements should be targeted. A fyddai o gymorth i’ch busnes wybod faint o waith adeiladu y mae cynghorau De Cymru a thu hwnt yn ei gynllunio dros y tair blynedd nesaf?

Mae’r diwydiant adeiladu yng Nghymru yn ddibynnol iawn ar raglenni ffyrdd ac adeiladu’r awdurdodau lleol.  Ond tipyn o ddirgelwch i lawer yw maint ac amseriad y cynlluniau hyn.  Gan fod y darlun mor aneglur, cyfyngir yn arw ar allu busnesau adeiladu Cymru i baratoi ar eu cyfer.  Ac yn yr un modd, cyfyngir ar allu awdurdodau lleol Cymru i gydweithio ar gynlluniau strategol oherwydd diffyg gwybodaeth am gynlluniau eu cymdogion, ac weithiau hyd yn oed am gynlluniau adrannau eraill o fewn yr un awdurdod.  Braf gwybod felly fod hyn oll ar fin newid!

Yn Hydref 2010, lansiodd Gweinidog Cyllid Llywodraeth Cymru ac Arweinydd y Tŷ adroddiad o’r enw “No Turning Back” a baratowyd gan Adeiladu Arbenigrwydd yng Nghymru.  Wrth wneud hynny, creodd grŵp llywio traws sector ar gyfer y diwydiant adeiladu i ymateb i’r argymhellion.  Un o bwyntiau allweddol yr adroddiad oedd yr angen am well gwybodaeth ac amlygrwydd i raglenni adeiladu’r dyfodol, a gwell eglurder ynghylch cynlluniau gwariant cyfalaf y sector cyhoeddus.  O ganlyniad, bu Adeiladu Arbenigrwydd yng Nghymru yn gweithio gyda phob awdurdod lleol i gasglu gwybodaeth am eu cynlluniau cyfalaf er mwyn cyflwyno’r wybodaeth fel un dogfen sengl yn pontio tair blwyddyn ariannol – dogfen dreigl a gaiff ei diweddaru o flwyddyn i flwyddyn.

Pam ddylwn i ddod i’r digwyddiad hwn?

Os ydych yn gwybod pa gynlluniau sydd “ar y gweill”, eu gwerth a’u natur, byddwch mewn lle gwell i gynllunio eich gwaith eich hun.  Gallwch glustnodi adnoddau yn fwy effeithiol, gallwch dargedu eich rhaglenni hyfforddiant yn well a gallwch baratoi’n fwy effeithiol i gystadlu am brosiectau’r tair blynedd nesaf.  Drwy fod yn barod fel hyn, bydd y gadwyn gyflenwi’n cwrdd ag anghenion eu cleientau yn well.

Cleientau Awdurdodau Lleol
Nid rhywbeth er lles y diwydiant adeiladu yn unig yw hyn. Bydd gwell gwybodaeth am raglenni unigol yn golygu fod awdurdodau lleol yn medru gwneud penderfyniadau gwell ynghylch cydweithio gyda chymdogion i gynyddu effeithlonrwydd eu prosesau caffael a chefnogi eu cymunedau lleol drwy hyfforddiant, cyflogaeth leol a chyfleoedd i fusnesau lleol.

Beth fyddaf yn ei ddysgu?

• Cefndir y drefn gynllunio dair blynedd newydd hon, a’r cyd-destun ehangach;

• Y gwaith a wnaed gan Adeiladu Arbenigrwydd yng Nghymru (CEW) i baratoi’r adroddiad ar gyfer Gwerth Cymru;

Beth fydd yn digwydd wedyn?

Mae’r data hwn yn gam mawr ymlaen o ran rhoi darlun clir o gynlluniau’r dyfodol i’r diwydiant adeiladu a’r awdurdodau lleol.  Ond gwyddom y gellir gwella’r data ac felly bydd cyfle ar ddiwedd y sesiwn i drafod pa mor ddefnyddiol yw’r data yn ei ffurf bresennol a pha welliannau y dylid eu targedu.

Byddwn yn bwydo’r wybodaeth a gasglwyd yn ôl i’r broses.
