Welsh Local Authorities Capital Programme

Last year’s published forward programme provided visibility to £2.8 bn of local authority capital investment in Wales over four years.

Constructing Excellence in Wales (CEW) produced the ‘No Turning Back’ report in October 2010. The Minister of Finance subsequently endorsed its recommendations and set up the Construction Procurement Strategy Steering Group under Value Wales to take the report forward. The first of the recommendations was to improve the visibility of the forward programme in Wales. In August 2011 the Steering Group requested CEW to research this aspect, particularly with respect to local authority programmes. A first composite ‘all-Wales’ local authority capital programme, indexed by ten sectors, was produced in autumn 2012. This research and pilot project was the subject of a CEW report published in July 2013. A consultation exercise into a number of aspects of this forward programme was conducted last year. The responses from the industry overwhelmingly supported the publication of an annual programme.

This current booklet collates the information which was collected by the WLGA from the authorities in March 2014 and sets out the four year ‘sectoral’ progamme to 2017/18.

In the near future it is planned for this site to also hold on a sector basis the major local authority projects (£2m+) that are in the Wales Infrastructure Investment Plan (WIIP) pipeline and the UK Government’s construction investment in Wales, the ‘non-devolved’ programme. These three programmes, together with the WIIP itself provide significantly enhanced visibility of the forward programme in Wales.

Any publicity needed for your projects?

The ICE has been contacted by producers at the BBC working on The One Show programme. They are looking for interesting and/or impressive civil engineering projects to include in their 2016 schedule.

If you have some projects that you think might make the grade then please let them know. No matter how good it is, and how strongly you believe in a project that you would like to submit – it is very important that it is consistent with ICE aims and policies.  He will need to discuss it with you before it is submitted.

G4C Wales continues to be setting the agenda for Welsh construction and firing up the barbecue.

G4C Wales held its summer barbecue last Thursday at Mochyn Ddu in Cardiff. Unlike other construction events, this was a relaxed, upbeat affair with over 50 guests who between them raised £235 for the CEW nominated charity ‘EFOD’ and debated some of the key issues stirred up by Government announcements regarding construction.

G4C Wales is important because its 415 members in Wales represent the future of the sector – their ideas, passion and desire to challenge conventional thinking will add an edge to best practice and the concept of delivering value. So it was great to hear from chair of G4C Wales, Andrew Gibson, about the latest thoughts around the manifesto for Welsh construction.

G4C Wales committed to build a construction industry in Wales that leads the rest of the UK and beyond. An effective construction sector in Wales will drive transformational change in the country, in its economy and generate jobs and create the infrastructure required to take the nation forward. But we need a plan – we need a manifesto to present to Welsh Government.

The emerging professionals in Welsh construction have been working with Constructing Excellence in Wales to take forward the ideas shared at various events and workshops to create a guideline and plan to share with Welsh Government. 

There are five themes comprising the G4C manifesto for Welsh construction –

  • Skills & trades
  • Regeneration
  • Infrastructure
  • Governance
  • Wales USP 

The ultimate goal is to draft a manifesto and then influence policy to establish a future where G4C and other construction professionals can work with Welsh Government to –

  • Create a vision for the built environment of Wales with sustainability at its heart
  • Set up the structures, funding and incentives to achieve it
  • Demonstrate a clear commitment to investing in the built environment to achieve social, economic and environmental benefits
