Significant investment is required in the NHS in Wales to ensure healthcare in Wales is world class and that means the Welsh construction industry has to not only build and deliver landmark facilities, but complete projects in a manner that is sustainable, creates a legacy for local communities and is fit for purpose.
One such scheme is the £88m new Adult Mental Health Unit within the University Hospital Llandough. The new mental health unit will provide services for Cardiff, bringing together existing adult and specialist services provided at Whitchurch Hospital and the Llanfair Unit under one roof. Delivered on behalf of the Cardiff & Vale Health Board within the Designed for Life Framework and administered by NHS Shared Services the scheme is critical for Cardiff and its surrounding communities, but also a challenge for the integrated team charged with delivering the project.
The modern, purpose built 135-bed inpatient facility, situated opposite the hospital’s existing main entrance, will include a concourse similar to that at the University Hospital of Wales. Its location is at the heart of the campus creating huge issues for the project team who needed to create a world class facility without affecting the operation of a live 21st century healthcare environment.
That task alone warrants rating the Llandough Adult Mental Health Unit as exemplar, but we want you to learn from some of the project team’s other experiences. The project aims to overcome the following challenges:
- Delivering effective early contractor engagement
- Site constraints and the focus on minimizing vehicle movements to reduce impact upon the surrounding hospital as well cut carbon emissions The implementation of BIM Level 2 across the scheme, but with an emphasis on reducing waste by at least 50% with a supplementary goal of ensuring 15% of materials are recycled
- A focus on using modern methods of construction – particularly off-site construction to minimise the impact of the project on local communities, traffic and day-to-day healthcare operations
- Ensuring the overall scheme achieves BREEAM Excellent status Applying critical aspects of the Welsh Government construction procurement strategy.
Why should you attend? If you’re involved in, or are likely to be involved with similar scale projects or schemes that face comparable restrictions and challenges then you need to hear directly from the team involved and their client and apply the lessons they learned to your own projects.
Education, healthcare and other major public and private schemes all face similar issues and can all learn from each other. That is the purpose behind showcasing the CEW Exemplar programme – come to the launch of the Llandough Exemplar event held on 24th February and help us share construction best practice.

Non-attendance by any registered delegate will be charged £20 unless you have informed us by Monday 23rd February 2015.

Rhaid buddsoddi’n sylweddol yn y Gwasanaeth Iechyd Cenedlaethol (GIC) yng Nghymru os yw ein gofal iechyd i fod o safon rhyngwladol. Mae angen i ddiwydiant adeiladu Cymru nid yn unig godi cyfleusterau rhagorol, ond hefyd gwblhau prosiectau mewn ffordd gynaliadwy, gadael etifeddiaeth i gymunedau lleol a chreu cyfleusterau addas i’w pwrpas.
Cynllun o’r math hwnnw yw’r Uned Iechyd Meddwl i Oedolion, sef prosiect gwerth £88m yn Ysbyty Prifysgol Llandochau. Bydd yr uned iechyd meddwl newydd yn gwasanaethu Caerdydd gan ddwyn ynghyd dan un to y gwasanaethau oedolion ac arbenigol presennol yn Ysbyty’r Eglwys Newydd ac Uned Llanfair. Caiff yr uned ei hadeiladu ar ran Bwrdd Iechyd Caerdydd a’r Fro o fewn y fframwaith Cynllun Oes (Designed for Life). Fe’i gweinyddir gan Gydwasanaethau GIG Cymru ac mae’n gynllun allweddol i ddinas Caerdydd a’r cymunedau cyfagos. Gyda nifer o wahanol gyrff yn ymwneud â’r prosiect roedd yn gynllun heriol i’r tîm integredig a gafodd y dasg o’i gyflawni.
Mae hon yn uned bwrpasol fodern gyda 135 o welyau i gleifion preswyl gyferbyn â phrif fynedfa bresennol yr ysbyty. Bydd yn cynnwys cyntedd tebyg i’r un yn Ysbyty Prifysgol Cymru. Oherwydd i’r uned gael ei lleoli yng nghanol y campws, mae sawl her sylweddol i dîm y prosiect wrth geisio creu adnodd o safon rhyngwladol heb effeithio ar weithrediad prysur ysbyty modern 21ain ganrif.
Mae’r dasg hon ynddi ei hun yn cyfiawnhau defnyddio Uned Iechyd Meddwl i Oedolion Llandochau fel enghraifft o ragoriaeth, ond rydym hefyd yn awyddus ichi ddysgu am rai o brofiadau eraill tîm y prosiect.
Mae’r prosiect yn ceisio goresgyn yr heriau canlynol:
- Ymgysylltu’n gynnar ac effeithiol â chontractwyr
- Ymateb i gyfyngiadau’r safle gan leihau gymaint â phosibl ar symudiad cerbydau er mwyn lleihau’r effaith ar yr ysbyty o amgylch, a gostwng allyriadau carbon
- Gweithredu Modelu Gwybodaeth Adeiladu (BIM) Lefel 2 ar draws y cynllun, gyda phwyslais ar leihau o leiaf 50% ar y gwastraff a gynhyrchir a tharged ategol o ailgylchu o leiaf 15% o ddeunyddiau’r cynllun
- Ffocws ar ddefnyddio dulliau adeiladu modern – yn arbennig adeiladu ymaith o’r safle i leihau cyn gymaint â phosibl ar effaith y prosiect ar gymunedau lleol, ar drafnidiaeth ac ar weithrediad y gwasanaethau gofal iechyd presennol o ddydd i ddydd
- Sicrhau fod y cynllun yn ei gyfanrwydd yn cyrraedd statws “BREEAM Rhagorol”
- Cymhwyso rhai o agweddau allweddol strategaeth caffael adeiladu Llywodraeth Cymru.
Pwy ddylai ddod?Os ydych, neu os byddwch, yn ymwneud â phrosiectau neu gynlluniau tebyg lle mae angen goresgyn cyfyngiadau a heriau o’r fath, mae gwir angen ichi ddod i glywed o lygad y ffynnon am brofiadau’r tîm hwn a’u cleient, ac yna cymhwyso’r gwersi a ddysgwyd i’ch prosiectau eich hun.
